Announcement:

Celebration of 43rd Anniversary of ASEAN Day (August 8th 1967 –2010) and 15th Anniversary of Vietnam’s ASEAN Accession (July 28th 1995 – 2010):

The ceremony will be held at the Hanoi Opera House August 7th night. Prime Minister Nguyen Tan Dung will deliver a speech at the event. ASEAN General Secretary Surin Pitsuwan and other ASEAN Secretariat officials will attend the ceremony.

Question: Please provide Vietnam's reaction to Chinese seismic study activities in the Tri Ton Island area of Hoang Sa Archipelago (the Paracels) and its expansion work on Tri Ton Island?
   
Answer:
Since late May 2010, China has been sending the M/V Western Spirit seismic survey vessel, together with escort ships, to conduct seismic study in the Tri Ton Island area of Hoang Sa Archipelago (the Paracels) and in the oil and gas exploration Lots 141, 142 and 143 on Vietnam’s continental shelf, approximately 90 – 116 nautical miles from Ly Son Island of Quang Ngai province. China has also been carrying out ground leveling on Tri Ton Island for construction works on this island.

China’s actions have violated Vietnam’s indisputable sovereignty over the Hoang Sa Archipelago, Vietnam’s sovereign rights to the continental shelf, the 200 nautical mile Exclusive Economic Zone, going against the spirit of the Declaration on the Conduct of Parties in the South China Sea, and running counter to the common views of Vietnamese and Chinese leaders in sustaining peace and stability, and in refraining from further complicating the situation in the East Sea.

Vietnam Ministry of Foreign Affairs has made numerous representations with the Chinese side at different levels to expound its official views on these matters. However, China is continuing those activities.

Vietnam demands that China immediately cease activities that violate Vietnam’s sovereignty, its sovereign rights in the East Sea and refrain from recurrences of such violation, so as to contribute to peace and stability in the East Sea and promote stable and healthy bilateral relations.
