Vietnam – Malaysia Relations


           

1. Political Relations:

 

Vietnam and Malaysia formally established Diplomatic relations on 30 March, 1973. After the South of Vietnam was liberated (1975), Malaysia was the first member of ASEAN to recognize the Republic Revolution Provisional Government of the South of Vietnam. In 1976, the two countries opened Embassies in each capital.

Since 1991, after Paris Agreement on Cambodia, Vietnam-Malaysia relation have entered a new development period and have further expanded in many areas in both bilateral and ASEAN framework.

In 1994, the ruling parties of  two countries established relations. In February 1994, The Vietnam-Malaysia and Malaysia-Vietnam Friendship Associations were set up in each country. In September 1995, the two countries agreed to establish the Joint Commission for Economic, Technical and Scientific Cooperation (JCM). The two countries have exchanged many high level  delegations. High level visits between the two countries:

 

- Vietnamese leaders visited Malaysia: General Secretary Do Muoi (March 1994); President Tran Duc Luong (March 1998) and attended NAM Summit Meeting (February 2003); Prime Minister Vo Van Kiet (1992, 1994 and May 1994); Prime Minister Phan Van Khai attended APEC Summit Meeting (November 1998) and pay an official visit ( April 2004); Chairman of National Assembly Nong Duc Manh (September 1996); Chairman of National Assembly Nguyen Van An (December 2002); Prime Minister Nguyen Tan Dung attended the 50th Anniversary of Malaysia’s Independence (August 2007); Minister of Defence Phung Quang Thanh (August 2008); Chairman of Ha Noi People Committe (3-5 November 2009)

 

- Malayisa's leaders visited Vietnam: His Majesty Tuanku Abdul Rahman (December 1995); Prime Minister Mahathir (April 1992, March 1996) and attended ASEAN6 Summit Meeting (December 1998),  Senate President (November 1991); UMNO Secretary General (July 1995) and attended the 8th Vietnamese Communist Party Congress (July 1996); His Majesty Tuanku Syed Putra Jamalullail (December 2002);  Prime Minister Dato' Seri Abdullah Ahmad Badawi ( January 2004), attended ASEM5 Summit Meeting (October 2004) and APEC Summit Meeting (November 2006); President of Senate (June 2007); Minister of Human Resoureces (October 2007); Minister of International Trade and Industry (July 2008); Minister of Foreign Affairs (November 2008); President of Senate of Parliament of Malaysia (5-7, January 2009), His Majesty Mizan  Zainal Abidin Ibni Al-Marhum Sultan Madmud Al-Muktafi Billah Shah (12-15 March 2009)

 

2. Economic Relations:

 Economic relations have been developed and expanded in many areas. Investment of Malaysia in Vietnam increate from US$ 50 millions in 1990 to US$ 1.6 billions in 2006. Malaysia ranks second among ASEAN countries and nineith in the 73 countries investing in Vietnam. In terms of trade, the two-way trade turnover between Vietnam and Malaysia increate eve ret 20% per year, from US$ 160 millions (1992) to US$ 4.55 billion (2008).  However, due to the global financial depression, the two way trade turnover has dropped off significantly; the total amount gained 3.4 billion US dollars by October 2009. At present, Malaysia is the 9th biggest trade partner. Viet Nam exports to Malaysia crude oil, rice, coffe, sea products, etc. Viet Nam imports from Malaysia steel, iron, petroleum, oil, electronic products etc.

The 1st Joint Trade Committe Meeting was held on 12 November 2009 on the sideline of APEC Meeting in Singapore,

Hong Leong Bank of Malaysia is the first South East Asia's 100% foreign owned Bank operating in Viet Nam.

 - In terms of investment: Malayisa ranks the third among foreign investors in Vietnam. By October  2009, Malaysia had 337 investment projects with a total capital of 18.06 US$ billion.

3. Agreements and MOU signed between the two countries:

 

1- Agreement for Air Services between and beyond their Respective Territories;

2- Agreement for the Promotion and Protection of Investment  (1992).

3- Agreement on Maritime Transport (1992)

4- Agreement on Economic, Scientific and Technical Cooperation (1992).

5- Agreement on Post and Telecommunication Cooperation (1992)

6- Trade agreement (1992)

7- Agreement on Bilateral Payment between the State Bank of     Vietnam and Bank Negara of Malaysia (1993).

8- Agreement on Science, Technology and Environment Cooperation   (1993).

9- Agreement on  Co-operation on the Field of Tourism (1994).

10- Agreement on Culture Cooperation (1995).

11- Agreement for Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income (1995).

12- Agreement on Youth and Sports Cooperation (1996).

13- Agreement on Visa exemption for holders of Ordinary passports (2001).

14- Joint Declaration on the Framework for Comprehensive Co-operation in the 21st Century. (4/2004).

15- Air service agreement between Malaysia and Viet Nam (2004);

16- MOU on exploration  and  exploitation of oil in overlapping areas between the two countries (June 1992);

17- MOU on   repatriation of refugees (24, January 1995);

18- MOU on Information Cooperation (4 July 1995);

19- MOU on establishment of Joint Commission between the two countries (September 1995);

20- MOU on the recruitment of Vietnamese workers between Viet Nam and Malaysia (1 December 2003)

21- MOU between Viet Nam and Malaysia on cooperation in the field of education (2004);

22- MOU between Malaysia and Viet Nam on cooperation in Information and Communications Technologies (2004);

23- MOU on defense cooperation (August 2008);

24- MOU between Viet Nam and Malaysia with regard to the joint submission under article 76 of the united nations convention on the law of the sea 1982 and the joint survey for the purposes of the joint commission (2009)

 

4. Mechanism for cooperation:

Joint Commission: Established in September 1996. Since then, four meetings were convened in 1995, 1996, 2002 and 2006.
