1. Vietnam and Afghanistan established diplomatic relations on 16^th September 1974. Vietnam Embassy in Kabul was opened in November 1978 and closed in June 1992. The Embassy of Vietnam in Pakistan was accredited to Afghanistan and the Embassy of the Islamic Republic of Afghanistan  in China was accredited to Vietnam. 

Since the diplomatic establishment, the two nations exchanged a lot of various levels and these visits contributed to strengthen the relations between the two nations. Most recently,  H.E. Mr. Mohammad Kabir Farahi, Deputy Foreign Minister of the Islamic Republic of Afghanistan visited Vietnam on 19-22 November 2008.

- Viet Nam recognized the Government of President Hamid Kazai from December 2001. Through UNICEF, Viet Nam provided Afghanistan with humanitarian assistance worth US$ 300,000 in the form of goods. Viet Nam also participated in International Meeting on Afghanistan Reconstruction in 2001.

- The two countries have exchanged ideas to push the cooperation relations in various forms.

2. The relations of economics, investment, commerce, science-technology and culture between the two countries remain at the modest level. Total bilateral trade turnover in 2008 reached more than 66 million USD.

3. Vietnam and Afghanistan signed

- Trade Agreement between the Government of the S.R. of Viet Nam and the Government of the Republic of Afghanistan (27/9/1978);

- Agreement on Economic, Technical and Scientific Cooperations between the Government of the S.R. of Viet Nam and the Government of the Republic of Afghanistan (27/9/1978);

- Agreement relating to the Postal and Telecommunications relations between the Government of the S.R. of Viet Nam and the Government of the Republic of Afghanistan (16/9/1982);

- Agreement between the Government of the S.R. of Viet Nam and the Government of the Republic of Afghanistan on Air Transportation between and over their respective territories (17/12/1984);

- Agreement on the friendly and cooperative relations between the S.R. of Viet Nam and the Republic of Afghanistan ((28/12/1987);

- Consular Agreement between the S.R. of Viet Nam and the Republic of Afghanistan (28/12/1987); 

          - Agreement between the Government of the S.R. of Viet Nam and the Government of the Republic of Afghanistan on visa exemption for citizen of both countries (28/12/1987);         

- Cultural, Information, Education and Scientific Agreement between the Government of the S.R. of Viet Nam and the Government of the Republic of Afghanistan (25/12/1987);

- Memorandum of Understanding on the bilateral cooperation and consultation between the Ministry of Foreign Affairs of the S.R. of Viet Nam and the Islamic Republic of Afghanistan (20/11/2008).
