Viet Nam, Quebec sign agreement on child adoption
Nguyen Thi Hoi, Vietnamese Ambassador to Canada, who represented the Vietnamese Government in signing the agreement, stressed Viet Nam's goodwill in working on child-adopting issues with the Quebec State and Canada as a whole.
She described the signing of the agreement as an important step in resuming the bilateral cooperation programme on adoption, which have been suspended since 2001.
The Vietnamese diplomat expressed Viet Nam's wish to closely cooperate with Quebec in particular and Canada in general in ensuring legality of child adoptions, which should also be conducted in conformity with the two countries' humanitarian spirit.
Monique Gagnon-Tremblay, Minister of International Relations, who inked the agreement on behalf of Quebec, and Margaret F. Delisle, Minister in charge of Youth Protection, said the agreement will meet the great humanitarian needs of a number of Quebec people.
The accord, they added, also contributes to boosting Viet Nam-Quebec relations following the signing of an agreement on economic and technical cooperation between Viet Nam and Quebec in 1992.
