Viet Nam - Cambodia joint communique
Following is the full text of the communique:
1- Pursuance to the Joint Communique of the First Meeting on Cooperation and Development of Cambodia-Viet Nam Border Provinces in Ho Chi Minh City of the Socialist Republic of Viet Nam on September 13, 2004, the Second Meeting on Cooperation and Development of Cambodia - Viet Nam Border Provinces was held in Siem Reap province, Kingdom of Cambodia, from September 29, 2005 under the Co-Chairmanship of His Excellency Nguyen Tan Dung, Standing Deputy Prime Minister of the Socialist Republic of Viet Nam and His Excellency Sar Kheng, Deputy Prime Minister and Co-Minister of Interior of the Royal Government of Cambodia. Samdech Norodom Sirivudh, Deputy Prime Minister and Co-Minister of Interior of the Royal Government of Cambodia also took part in the Meeting. Senior officials of the border provinces of Cambodia and Viet Nam and representatives of a number of Ministries and Agencies of the two countries also attended the Meeting.
2- The Meeting took place in an atmosphere of cordial friendship and mutual understanding. The two sides reaffirmed the importance of the cooperation between border provinces of the two countries in order to further enhance the friendship and cooperation between Cambodia and Viet Nam. The two sides also emphasised that the Meeting on Cooperation and Development of Cambodia-Viet Nam border provinces proved to be a necessary and effective mechanism of cooperation that have contributed to the reinforcement and consolidation of the friendship and all-around cooperation between the two countries.
3- The two sides warmly welcomed and highly valued the State visit of His Excellency Nong Duc Manh, General Secretary of the Communist Party of Viet Nam to the Kingdom of Cambodia from March 28-30, 2005 at the invitation of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia. Through the visit, the two countries issued a 10-point Joint Declaration identifying the important issues of cooperation between the two countries and reaffirmed their determination to carry out the agreements made by the top leaders of the two countries in building a relationship of "long-lasting and stable good neighborliness, traditional friendship and comprehensive cooperation." The Meeting expressed appreciation for the agreements reached at the 7th Meeting of the Cambodia-Viet Nam Joint Commission on Economics, Cultural, Scientific and Technological Cooperation in February 22, 2005 in Phnom Penh on promoting cooperation between the two countries' localities including the border provinces.
4- The two sides reviewed the implementation of the agreement made at the First Meeting and expressed their warm appreciation of the good outcome of the cooperation in all fields between the border of the two countries in the period between the First Meeting and this Second Meeting. They regarded those outcomes as a significant contribution to the strengthening of the overall relationship between Cambodia and Viet Nam.
5- In the fieal of trade and economy, the two sides agreed to support the efforts made by the relevant authorities to boost cooperation on trade and the flow of goods. This will be done by stepping up trade and investment promotion activities by means of trade fairs and exhibitions to promote each side's produce and commodities, facilitating iteractions between the two countries' business circles, establishing markets at formal border checkpoints, and promoting investment volumes for creating export-oriented agro-industrial processing zones within the border areas of the two countries. In this sense, the two sides would increase efforts in addressing issues that might affect trade and economic development along the borders. Both sides also agreed to embark on capacity building of officials who are stationed along the border areas and to generate job opportunities for the peoples who will directly assist the poverty reduction efforts and convert border areas into prosperous commercial and economic zones.
6- The two sides agreed to develop appropriate policies as soon as possible in order to facilitate and encourage their businesses to invest in trade and services in the border areas of the two countries.
7- In the field of transport, communication and telecommunication, the two sides agreed to make further procedural and formality arrangement to implement the overland transportation agreements between the two countries, and agreed to repair and build road infrastructure to connect different locations at the border areas to facilitate the flow of goods and people in the border areas of the two countries. In this spirit, the Meeting welcomed the conclusion of the negotiation on and preparation for signing by the two Ministries of Transportation of Cambodia and Viet Nam, of an Agreement on cooperation on the construction of the 70km-long section of National Road No. 78 from Ban Lung to Oyadao in Rattanakiri province of Cambodia with concessional loans. The Cambodian side also highly appreciated the efforts made by the Vietnamese side in expediting the feasibility study for the construction of Long Binh Bridge (Chrey Thom) connecting An Giang province of Viet Nam and Kandal province of Cambodia. The two sides encouraged the investment in Posts and Telecommunications and other fields.
8- In agriculture and rural development, the two sides agreed to encourage more investments opportunities for agro-industrial activities in the border areas. This included mutual assistance in training, study tours, workshops, and seminars in order to exchange and share experience, knowledge and skills on cultivation and husbandry aimed at achieving high productivity and help ech other in rural development and poverty reduction for the peoples living along the borders of the two countries. The two sides agreed to further promote their cooperation in the agro-forestry sectors through the exchange of visits and study tours to share experiences. The Vietnamese side agreed to further provide Cambodia with information and scientific and technical assistance in irrigation and water management, agricultural promotion as well as high yielding seeds and breeds. The two sides encouraged the cooperation between the businesses of the two countries in planting and processing natural rubber, and other agro-industries. The two sides agreed to work together to protect and maintain the environment, natural resources, eco-systems and wild life to ensure an environmental balance in the interests of the two peoples.
9- In the field of energy, the Vietnamese side agreed to continue to supply electricity to certain border provinces of Cambodia according to the contract signed by the two sides and consider the possible expansion of electricity supply to other places in Cambodia.
10- In the field of health care, the two sides agreed to continue to assit each other in quarantine services along the borders of the two countries, working together to prevent and control epidemic diseases through the operation of Cambodia-Viet Nam-Laos Border Health Cooperation Project. The Vietnamese side agreed to continue to provide eye treatment and surgery to Cambodian people as well as allowing Cambodian people living along the border areas to have access to Vietnamese provincial hospitals for medical consultation and treatment at the same costs as those charged to the Vietnamese.
11- In culture and education, the two sides agreed to promote the exchange of cultural and traditional performing arts troupes between the peoples who reside along the border areas with a view to strengthening the good traditional relationship and mutual understanding between the two peoples in general and the peoples at the border areas in particular. The two sides further agreed to assist each other in the field of education and training, in which the Vietnamese side consented to continue its support to the Cambodian people living in the border areas in education, vocational training, and human resources development through its assistance to build schools and vocational training centres in Cambodia's border provinces.
12- In the social affairs, the two sides agreed to cooperate and assist each other in the event of natural calamities and other disasters to help affected peoples who live along the border areas.
13- In the field of security and social order along the border of the two countries, the two sides highly valued the active and efficient cooperation between the border provinces as well as the relevant ministries and agencies of the two countries. The two sides further agreed to strengthen the immigration control in conformity with the agreements signed by the two countries to prevent illegal border crossing, the terrorism and other trans-national organised crimes. The two sides also agreed to maintain and enhance the exchange of information and public security services system between the two countries including at the local level, to timely provide information to each other in order to prevent and combat crimes along the two countries' border areas. The two sides reaffirmed their respective policies do not allow outsiders and hostile forces to use the territory of border provinces of one country as a base to undermine the security and stability of the other country.
14. The two sides agreed to strictly abide all the agreements relating to border issues entered into by the two countries and the Press Communiqué ¯f the two Prime Ministers of Cambodia and Viet Nam issued on January 17, 1995.
In this spirit, local authorities and border control forces of the two countries would work together closely and raise awareness among the people living along both sides of the common borders in implementing the said agreements and the Press Communique to prevent violations and potential disputes along the border.
Any incidents that may occur along the border should be settled by both sides through peaceful means in the spirit of cooperation and mutual understanding and in conformity with the above mentioned agreements and the Cambodia-Viet Nam Press Communique.
15. The two sides will consider the possibility of visa exemption for holders of ordinary passports.
16. The two sides agreed that relevant Ministries and Agencies of both countries should further assist border provinces to enhance the efficiency and quality of the cooperation between the border provinces of the two countries.
17. The two sides agreed that border provinces of the two countries should continue to conduct regular meetings between the leaders of the local administration and the local authorities at the provincial, district and commune levels to review and assess the results of cooperation, explore new areas of cooperation and agree on the substance of cooperation for the following period and report to their respective Governments.
18. The two sides agreed that the Third Meeting on Cooperation and Development of Cambodia and Viet Nam's border provinces would be held in the Socialist Republic of Viet Nam in 2006. The specific date and venue of the Meeting shall be identified later.
19. His Excellency Mr. Nguyen Tan Dung, Standing Deputy Prime Minister of the Socialist Republic of Viet Nam expressed, on behalf of the Vietnamese delegation, his thanks and appreciation for the warm welcome and the generous hospitality that the Cambodian side accorded to the Vietnamese delegation during the Meeting.
