National Assembly deputies discuss draft Housing Law

(VNA) - The draft Housing Law, which has attracted much attention from local voters and overseas Vietnamese, was discussed for the final time by the National Assembly on October 24 before approval at the end of the on-going session.

After discussions by full-time deputies, the NA Standing Committee and NA delegations, the draft law has been revised and supplemented to make the housing development policy more open and more transparent, thus facilitating the peopleo's housing transactions and ensuring harmony and conformity between housing development and overall architectural planning.

Many NA deputies urged that there should be only a single type of land and home ownership certificate to simplify procedures in housing transactions. There should be a master plan to develop urban centres, industrial and economic zones and housing projects to save time, minimise costs and negative effects, while conducting compensations for project site clearance, they said.

The draft law reserves one chapter for housing in Viet Nam for foreign organisations and individuals, and Vietnamese people living abroad, which includes nine articles regarding these beneficiaries' rights to own, rent and lease houses.

The draft law also stipulates that apart from foreign organisations and individuals investing in building houses for lease in Viet Nam, overseas Vietnamese who are allowed to live in their home country for at least six months can own a house or a flat.

However, a number of deputies proposed that the NA continue to amend to some regulations on housing for these beneficiaries, and gradually remove regulations concerning living time in Viet Nam, in order to encourage and create more favourable conditions for overseas Vietnamese to invest in the country.
