Legislators urge early promulgation of law on organ donation
The law-makers suggested that the donation of tissues and parts of the human body be allowed only by those who are above 18, the age of legal accountability as stated in the Civil Code.
Deputy Truong Thi Van from the central province of Nghe An argued that in special cases, those aged between 16-18 should be allowed to donate their tissues in the condition that the donated tissues can be regenerated and their parents approve of their decisions.
Many legislators also debated whether or not the law should regulate the establishment of tissue banks by individuals.
Nguyen Thanh Binh, a deputy from northern Bac Ninh province, said that this is necessary but must be considered carefully for fear that negative deeds may arise.
Meanwhile, Nguyen Van Thuong from central Quang Tri province worried about whether the private sector, if it were allowed to set up tissue banks, could assure the non-profit motive of these banks.
He pointed to the fact that the country has not had experience in managing such banks.
Apart from discussing the bill on organ donation, legislators also deliberated a draft law on vocational training.
A majority of the law-makers agreed that the draft law should help unify the State management of the vocational training system, rather than the proposed idea of putting the system under the management of two ministries./.
