National Assembly debates draft amended labour law
A majority of legislators suggested that in the country's current situation, it is unnecessary to clearly differentiate collective labour dispute for rights from collective labour dispute for benefits, while Hoang Van Xim, a deputy from northern Ha Tay province, said the draft law needs to clearly stipulate the two kinds of disputes so as to resolve labour disputes orderly and effectively.
Many legislators said that a reconciliation council for labour disputes needs to include representatives from local trade unions. Deputy Nguyen Thu Hong Xinh from southern Ba Ria-Vung Tau province recommended that labourers be granted the right to representation on reconciliation councils if they do not have their own trade unions or the trade unions do not stand for their legitimate rights.
Apart from discussing the draft amended Labour Law, legislators also deliberated a draft law on notary publics.
A majority of the law-makers agreed that the draft law should extend its coverage to include both notary public activities of administrative agencies and those of Viet Nam's representative offices abroad.
Deputy Nguyen Dy Nien from the central province of Thanh Hoa suggested that the draft law include regulations on the notary public function of Viet Nam's diplomatic missions and the role of the Ministry of Foreign Affairs in notary public activities.
He said that Viet Nam's representative offices abroad have in fact been carrying out notary public and certification activities, creating favourable conditions for Vietnamese citizens who are active abroad./.
