Opportunity for scientific research organisations to develop
These establishments will operate like a business, which means they will have to cover operation costs by themselves, and can take loans, make investments and take part in joint ventures with foreign partners.
In addition to research projects assigned by the State, these organisations can carry out research projects of their own and are allowed to produce, sell and export products of their making, which has not been possible before.
They will receive more State budget for research projects assigned by the State, but will have to compensate if they do not deliver the results as required.
By 2009, 70 percent of the 560 existing State-run scientific and technological organisations are expected to be converted into this form of operation.
Those agencies involved in basic research and strategy as well as policy research for State management are not subject to this decree.
According to Dang Kim Son, Director of the Institute for Agricultural and Rural Development Policy and Strategy, the new model would enable his institute to increase salary for its staff as well as improve its working conditions to attract more talents./.
