THE 13TH APEC FINANCE AND CENTRAL BANK DEPUTIES' MEETING

September 5-6, 2006, at Melia Hotel, Ha Noi

The 13th APEC Finance and Central Bank Deputies' Meeting was held in September 5-6, 2006 in Ha Noi with presence of the Finance and Central Bank Deputies from the APEC member economies. There are also the leaders of the international financial institutions such as the IMF, the World Bank, and the ADB, the SOM Chair, the APEC Economic Committee, the representatives from the private sector (Chairman of the APEC Business Advisory Council) and the APEC Secretariat.

The meeting has reviewed all activities under the framework of the FMP 2006 for preparation of the 13th APEC Finance Ministers’ Meeting to be held in the next two days at Melia Hotel, Ha Noi.

Based on the reports of the Technical Working Groups, the Meeting has discussed and agreed to submit to the Ministers the issues related to two policy themes of this year on "promoting public finance efficiency and sustainability: towards stable and efficient revenue sources" and "financial reforms to attract capital flows".

Regarding the first policy theme, the Deputies have put highly importance on a stable and efficient revenue system and the need to exchange experience and best practices of the reforms of this area among member economies. As for the later, the Deputies have stressed the mandate of the Meeting in advising the Ministers on the significant role of a sound financial sector and a good system of supervision and oversight in the context of financial liberalization to attract international inflows and mitigate the associated risks.

The Meeting has also reviewed the implementation of the 9 existing initiatives of the APEC.

Especially, the Deputies have discussed on the review of the Finance Ministers’ Process by the TWG, endorsed some important recommendations to rationalize the Process and agreed that the strategic goals and the mid-term work plan to enhance the effectiveness of the FMP will be proposed to the Ministers for their consideration and endorsement. All these discussions and agreements have been reflected in the draft Joint Ministerial Statement.

For closing of the Deputies' Meeting, the Deputy Chair Tran Xuan Ha declared that the meeting has been successfully concluded.
