Foreign enterprises permitted to operate delivery services from 2012

Enterprises with more than 51 percent of foreign capital will be allowed to offer delivery services in Vietnam from January 1, 2012.

This was reported in Decree No 128/2007/NĐ-CP, issued by the Government on August 2.

Under the decree, enterprises operating in the delivery field sector will have to possess a business license, granted by the Department of Information and Communications.

Moreover, enterprises have to follow guidelines on security and safety when offering a delivery service. Information relating to people using delivery services must also be kept. The examining of this information will be carried out by the state under legal regulations.

The decree also listed items which are forbidden in delivery services, namely, publications, explosives, Vietnamese money, documents with value equal to Vietnamese money, foreign currency, and documents with value equal to foreign money.

Moreover, enterprises are obligated to ensure the quality of delivery services and also to have a system of compensation for users under the agreement of both parties.

Users have the right to ask enterprises to provide adequate information on services and to solve complaints related to service in under 3 months. (CPV, VNEconomy)
