ADB helps train ethnic minority students

The Asian Development Bank (ADB) will grant 1.5 million USD to help Viet Nam train ethnic minority upper secondary students to become teachers in their communes.

A grant agreement to the effect was signed by ADB Country Director in Viet Nam Ayumi Konishi and Deputy Governor of the State Bank of Viet Nam Tran Minh Tuan in Ha Noi on October 18.

The grant comes from the Japan Fund for Poverty Reduction and is financed by the Government of Japan and managed by the ADB. The total cost of the project is valued at 2 million USD.

The “Expansion of Learning Opportunities for Ethnic Minority Youth” project aims to promote equitable and sustainable development of ethnic minorities by equipping ethnic minority youth with post-basic education qualifications and community leadership skills.

The project will provide scholarships and academic support programme for 220 ethnic minority students and build new school dormitories in teacher training colleges in the provinces of Kon Tum, Lai Chau, Ha Giang and other localities.

According to the ADB, ethnic minority youth remain disadvantaged in education, particularly in secondary education, which is a key qualification required to enter the labour market. From 1993 to 2002, the net enrolment rate at the upper secondary schools increased from 2.1 percent to 19.3 percent. However, repetition and dropout rates also remain high for ethnic minority students.

The project is expected to be carried out in four years from 2007-2010.-(VNA)
