During its six-day event, the committee discussed preparations for the upcoming national Party congress, including reports to be presented at the event, the establishment of more sub-committees and the organisation of Party congresses at grassroots level.

The Party elites discussed a report reviewing and finalising the 1991 political programme on national construction in the country’s transitional period to socialism, and a report reviewing the implementation of the 10-year socio-economic development strategy (2001-2010) and drawing up another 10-year strategy for 2011-2020.
 
The 1991 political programme was formulated following the fall of socialism in the former Soviet Union and East Europe, as well as the downward trend of the national economy. The programme and the resolutions adopted by the Party set a course for the entire Party and people to overcome difficulties and make important achievements during the Doi Moi (Renewal) process and in national construction and defence while maintaining the Party leadership role.
 
To keep up with global and national developments, the 10th National Party Congress decided to further study, supplement and develop the programme, laying a political and ideological foundation for all activities of the Party, State and people on the path to socialism at present and the coming decades.
 
The report looks at the implementation of the programme in nearly 20 years in all fields, including economics, socio-culture, national defence, security, diplomacy, the building of the Party and the political regime. It also draws lessons and puts forward viewpoints for finalising the programme in the new era of development, taking into account the world situation, the transitional period and characteristics of socialism, major guidelines for the socialist building and national construction, the development of productive forces, national industrialisation and modernisation, as well as developing an independent and self-reliant economy closely linked to international economic integration.
 
The Party Central Committee assigned the Political Bureau to study and finalise the programme to be submitted to the committee at its upcoming conferences.
 
Discussing the implementation of the 10-year development strategy (2001-2010), the Party members shared the view that despite the global complications, especially the financial meltdown and economic recession, the increased activities by hostile forces, natural calamities and epidemics, the entire Party and people have made important achievements. The economy has lifted out of the underdeveloped status, many key targets for the strategy have been fulfilled and institutions for the socialist-oriented market economy have been gradually finalised. Progress has been made in socio-culture, health care, education, science-technology, administrative reform, and the fight against corruption and waste. Vietnam has maintained and enhanced national defence and security while expanding external relations, thereby elevating the country’s role and position on the world arena and creating a favourable environment for national development.
 
The delegates also looked at shortcomings and weaknesses, saying the recorded results have yet to match national potential; quality growth, the efficiency and the competitiveness of the economy remain low; the macro-economic balance is not steady; inconsistent infrastructure is barring development, and institutions for the socialist-oriented market economy have yet to keep up with the requirements for development.
 
They approved the draft report on the 10-year development strategy (2011-2020), mostly focusing on developing the industrial, agricultural and services sectors and infrastructure, especially transport infrastructure, finalising institutions for the socialist-oriented market economy and making full use of all resources, strongly developing science-technology, reforming the education sector, increasing the quality of human resources, protecting the environment and responding to climate change.
 
The Party Central Committee assigned the Political Bureau to revise and finalise the report to be submitted to the committee at its upcoming conferences.
These reports will be presented at the 11th National Party Congress in Hanoi.
 
At the 4th conference, the Party Central Committee established two sub-committees, with one to review the implementation of the 1991 political programme and renew the programme in the new era, and the other to review the implementation of the 10-year national socio-economic development strategy (2001-2010) and draw up another 10-year strategy (2011-2020). At this conference, the committee established three more sub-committees: one on personnel, one to review the implementation of Party Rules and one on organisation of the congress.
 
The committee called on the entire Party, people and army to make a greater effort to successfully implement the resolutions of the 10th Party Congress and actively prepare for the 11th National Party Congress and grassroots-level congresses to move Vietnam forward, for the sake of a rich people, a strong country and an equitable, democratic and civilised society./.
