Vietnam supports comprehensive solution to Darfur conflict

VNA 22/12/2009 - A Vietnamese UN ambassador has reaffirmed support for a comprehensive political solution to the Darfur conflict on the basis of respect for independence, sovereignty and territorial integrity of Sudan.

Ambassador Le Luong Minh, Permanent Representative of Vietnam to the UN, made the statement at a Security Council debate on a report of the African Union (AU) Panel on Darfur in New York on December 21.

He described the report as the culmination of remarkable and commendable efforts made by the UA to identify the root causes and find a lasting solution to the Darfur conflict.

“We support the African Union to continue to play a central role in promoting the Darfur peace process in close coordination with the United Nations, the UN-AU Joint Chief Mediator, UN-AU Mission in Darfur (UNAMID) and regional states,” said the Vietnamese representative.

In recognition of the Sudanese stakeholders’ efforts to make a strong commitment to peace and reconciliation, Minh urged rebel groups to realise what he called the earnest desire of the people of Darfur and the Sudan for peace and demonstrate their political will.

“We urge the rebel groups to resume peace talks with the Sudanese Government.”

“We share the High Panel’s view that any solution to the Darfur conflict must ensure the retention of Darfur as an integral part of the Sudan . The Darfur conflict can only be resolved by a political solution achieved through peaceful negotiations.”

The Ambassador hailed the on-going efforts by the Joint Chief Mediator, Mr. Bassole, Qatar and Libya in resuming the Darfur peace and political process.

“We concur with the recommendation of the High Panel that the Mediator speed up his coordination with the UNAMID, UN Mission in Sudan (UNMIS) and the UN Mission in the Central African Republic and Chad (MINURCAT) and regional states in this process.”

“The upcoming International Consultative Workshop he (the Mediator) intends to organise next January in Doha to revive peace talks between the Sudanese Government and rebel groups will be an important opportunity which no stakeholder in the Darfur peace process can afford to miss.”

He shared the report’s view on a need to have a balanced approach to the fight against impunity to achieve its noble goal and an urgently desired peace.

He shared the AU’s concern in the mutual complex of objectives for peace, security, national reconciliation, justice and socio-economic development that required due attention to avoid a situation in which one is achieved at the expense of others.

We hope that the (Security) Council will take into account this legitimate concern in the interest of peace, security, national reconciliation, justice and socio-economic development of Darfur, the Sudan and the region, said the Vietnamese ambassador in the capacity of a council member./.
