From The Hague to Havana and Port-au-Prince

(VGP – 30/03/2014) - PM Nguyen Tan Dung completed a tour to attend the 3rd Nuclear Security Summit in The Hague, the Netherlands and pay official visits to Cuba and Haiti from March 23-28.

In the Netherlands, Prime Minister Dung joined world leaders in discussions to make this world better shield from the nuclear spectre and took advantage of every movement for bilateral meetings on the sidelines of the 3rd nuclear security summit in the Netherlands just within two days.
 
PM Dung fully participated in the agenda and delivered speeches in which he affirmed Viet Nam’s consistent policy of and strong commitments to ensuring nuclear security, accelerating disarmament and non-proliferation of nuclear weapons and peaceful use of nuclear energy, emphasizing the importance of international cooperation to assist developing countries in this sphere, supporting multilateral mechanisms, especially IAEA and the United Nations.

The Government chief proposed measures that Viet Nam has deployed to ensure nuclear security, including the improvement of legal system on nuclear security, enhancement of cadres’ capacity, ratification of and accession to a number of international conventions, completion of the fuel conversion program at Da Lat Research Reactor.

On the sidelines of the Summit, PM Dung had 20 meetings with leaders of other countries and international organizations who showed their good will to cooperate with Viet Nam.

Chinese President Xi Jinping called for direct conversations between leaders of the two countries to address complicated and unexpected issues. He also suggested both countries should effective realize agreements to deepen the bilateral ties.

US President Barack Obama said his country will take into account Viet Nam’s real conditions in Trans-Pacific Partnership talks for a balanced agreement, open market for Vietnamese products like garment, footwear, farm produce.

Especially, President Barack Obama sai he would visit Viet Nam soon.

President Park Geun-hye of the Republic of Korea expressed his hope that the two countries would soon complete the bilateral free trade agreement negotiations so as to foster their trade and investment linkages.

Japanese PM Shinzo Abe and PM Dung agreed to further enhance the extensive strategic partnership. The two PMs said they tasked competent agencies to seriously investigate the suspected misuse of Japanese Government aid involving the Japan Transportation Consultants Inc. and the ongoing Ha Noi City Urban Railway Construction Project (Line 1).

Both sides affirmed that they would coordinate closely in fighting corruption in projects funded by Japan.

Meanwhile, French President Francois Hollande hoped to boost cooperation with Viet Nam and said he would visit the Southeast Asian country soon.

 German Chancellor Angela Merkel shared Viet Nam’s consistent stance to protect territorial sovereignty and settle divergences and disputes in the East Sea through peaceful means.

She invited PM Dung to visit Germany soon.

Singaporean PM Lee Hsien Loong voiced his support for peaceful settlement of disputes in the East Sea, with respect to international law.

PM Lee pledged to continue effort to beef up economic, trade and investment cooperation with Viet Nam, particularly in implementing Viet Nam-Singapore industrial park projects, backing Viet Nam in Trans-Pacific Partnership talks.

Besides, PM Dung also met with United Nations Secretary General Ban Ki-moon, European Commission Barroso, Kazakhstani President Nazarbayev, Turkey’s Abdullah Gül, Pakistani PM Nawaz Sharif, Canadian PM Stephen Harpe, Vice President of Indonesia, Vice President of the Philippines, Deputy PM of Malaysia, Czech Deputy PM among others.

Leaders of the above countries and organizations spoke highly of Viet Nam’s position as a responsible member of the international community.

On the occasion, the Vietnamese delegation to the 3rd Nuclear Security Summit led by PM Nguyen Tan Dung had a series of meetings with the host leaders.

During the two PMs’ talks, PM Mark Rutte thanked PM Dung for active contribution to the success of the Summit and pledged to support Viet Nam’s sustainable development.

He said that during his upcoming visit to Viet Nam, scheduled in June, both sides will sign a number of agreements on agriculture, energy, seaport development, ship-building, national defense, and climate change adaptation.

Queen Maxima said her country expects to expand micro-finance cooperation with Viet Nam. PM Dung asked Vice Chairwoman of the National Assembly Nguyen Thi Kim Ngan to take prime responsibility to coordinate with UNDP office in Ha Noi to concretize the proposal.

Consolidating special friendship with Cuba

PM Nguyen Tan Dung and President of the Cuban Council of State Raul Castro Ruz affirmed their resolve to consolidate and deepen the traditional friendship and comprehensive cooperation between Viet Nam and Cuba during their talks on March 27.

The two leaders discussed measures to strengthen the bilateral cooperation, particularly in the fields of trade, agriculture, electronics, telecommunication, energy, healthcare, bio-technology, construction, tourism and education.

Both sides highly valued their mutual coordination and support at international organizations and multilateral forums to protect the two countries' legitimate interests and improve their prestige on the international arena, effectively contributing to the building of a more equal and better world.

PM Dung expressed his belief that Cuban people will continue to promote the great achievements reaped by the country and fruitfully realize the socio-economic policies adopted at the 6th Congress of the Communist Party of Cuba to gain greater achievements.

President Raul Castro Ruz took the occasion to thank the Party, State, and people of Viet Nam for their good sentiments and valuable assistance for Cuba.

On behalf of Viet Nam's high-ranking leaders, PM Dung invited President of the Cuban Council of State Raul Castro Ruz and President of the Cuban Parliament Esteban Lazo Hermandez to visit Viet Nam. The Cuban leaders accepted the invitations with pleasure.

After the talks, President Raul Castro Ruz, on behalf of the Cuban State, conferred the Order of Jose Marti to PM Nguyen Tan Dung.

On the occasion, PM Dung announced the grant of five thousand tons of rice and 100 sets of computer to Cuban people.

The two leaders also witnessed the signing ceremony of the medium-term economic agenda between the two Governments and a Memorandum of Understanding on healthcare and agriculture cooperation.

The same day, the two countries issued a joint communiqué on the occasion of PM Nguyen Tan Dung's official visit to Cuba from March 26-28.

During his stay in Cuba, PM Dung also met with First Vice President of the Council of State and Vice President of the Council of Ministers Miguel Diaz Canel Bermudez, President of the Cuban Parliament Esteban Lazo Hermandez, and visited the Viet Nam-Cuba joint rice production model in Cubancan farm in the western province of Pinar del Rio.

New impetus for VN-Haiti ties

PM Nguyen Tan Dung congratulated on the achievements that Haiti has scored in socio-political stabilization, economic integration, and overcoming the consequences of the earthquake which occurred in January 2010.
 
During the meeting with President Michel Martelly  on Friday, PM Dung also spoke highly of the outcomes of the “Five E” Plan ((employment, état de droit (rule of law), education, environment and energy) initiated by President Michel Martelly since 2011.

PM Dung said that Vietnamese people would never forget the valuable support of Haiti for the Southeast Asian country’s past struggle for national independence and freedom.

Both the host and the guest believed that the friendship between the two countries would continue to be the firm foundation for the advancement of the bilateral cooperation.

The two leaders noted that the bilateral relations have been developing positively, especially since Haitian PM Laurent Salvador Lamothe’s official visit to Viet Nam in December 2012.

The Government of Haiti opened Embassy in Ha Noi last year, making it the first Haiti's representative agency in Southeast Asia and signed a framework agreement on trade and investment with Viet Nam.

Both countries agreed to foster economic and culture along with consolidating political relations.

The leaders stressed the need to enhance consultation and coordination at multilateral forums in the current context of the dynamically changing and complicated world.

PM Dung took the occasion to convey State President Truong Tan Sang’s invitation to President Michel Martelly to pay an official visit to Viet Nam.

Right after the meeting with President Michel Martelly, PM Dung hold talks with his Haitian counterpart Laurent Salvador Lamothe.

PM Laurent Salvador Lamothe emphasized the importance of PM Dung’s visit which would help create a new impetus for the development of the friendship and cooperation between the two countries.

The two PMs agreed to enhance the exchange of delegation at all levels, work towards the establishment of  a joint committee for trade and investment, and expand cooperation in telecommunication, agriculture, food security, construction, and trade.

Both sides pledged to encourage and create favorable conditions for their business communities for mutual benefits.

The two countries will launch negotiations on a framework cooperation agreement, an agreement on investment encouragement and protection, and visa exemption agreement for diplomatic and official passport holders.

The two PMs also exchanged views on some regional and international issues of common concern and voiced their support for each other at international organizations and multilateral forums for peace, stability and development in the world.

After the talks, the two PMs signed a Joint Statement on the occasion of PM Dung’s visit to Haiti and witnessed the signing ceremony of a Memorandum of Understanding on energy cooperation.

PM Dung also met with President of the Senate Simon Dieuseul Desras and President of the House of Representatives Jacques Stevenson Thimoleon./.
