On behalf of the security investigation agency of the Ministry of Public Security, I would like to give you a briefing as follows:

As we all know, during the past few days, to respond to China’s illegal deployment of oil rig HD-981 within the continental shelf and exclusive economic zone of Viet Nam, thousands of workers of several Chinese FDI enterprises based in the provinces of Binh Duong, Dong Nai, Ho Chi Minh City and Ha Tinh spontaneously organized protest marches and demonstrations. Taking advantage of this situation, some extremists conducted acts of smashing, destroying properties, infringing upon the life and health of the employees in several foreign organizations and enterprises active in the above-mentioned provinces, thus seriously affecting safety and public order at these localities.

The security investigation agency of the Ministry of Public Security expresses regrets over this incident and reaffirms that the actions taken by the extremists constituted a serious infringement of the law of the Socialist Republic of Viet Nam; seriously affected Viet Nam’s image as well as its foreign investment climate. Those misconducts should be timely and strictly prevented and handled in accordance with the Vietnamese law.

After the occurrence of this regrettable incident, the functional forces have urgently taken preventive measures, implemented the instructions of the Minister of Public Security, detained hundreds of lawbreakers, increased measures to ensure security and safety in life and property for FDI organizations and enterprises in Viet Nam; stabilized the situation and resolved the consequences together with foreign organizations and enterprises. At the same time, the functional forces have rapidly classified and handled the arrested lawbreakers. The masterminds, organizers and those engaged in smashing and damaging properties, infringing upon the life and health of other people will be investigated, prosecuted and promptly brought to trial for related charges. We have conducted legal proceedings in accordance with the Penal Code. For those who were incited to participate but conducted acts of violation that are not subject to criminal liabilities, they will be subject to administrative punishment, and will be returned to their family, agency and organization and be subject to management and education measures. Criminal measures will be applied if they continue violations.

To implement the instructions of the Prime Minister and the Minister of Public Security, the entire people’s police as a core force, in close collaboration with other functional forces and social organizations and unions, has proactively taken drastic measures in accordance with the law, resolved to prevent further law violations like what had happened in several localities, ensure absolute safety for foreign investors and experts including those holding Chinese nationality as well as foreign and Vietnamese workers so that they can stay assured to continue living, working and investing in Viet Nam.

I would take this opportunity to kindly request the people, in the spirit of patriotism, under the leadership of the Party and the State, to join hands and work together in defending our beloved Motherland’s sovereignty over the sea and islands while observing the law, not following the incitement of ill-conceived people to participate in illegal activities, resulting in bad consequences for individuals, families and the society, adversely affecting the image of Viet Nam and its people in the eyes of international friends./.
