Remarks by H.E Pham Binh Minh, DPM and Minister of Foreign affairs of Viet Nam at the Review Meeting of one year Vietnam participating in the UN PKOs

Excellency Ban Ki-mun, UN Secretary General,
Distinguished guests,

It gives me a great pleasure to join Excellency SG at the Review Meeting of one year Vietnam participating in the UN PKOs.
One year ago, Viet Nam Peace Keeping Centre came into being. The first two officers of Viet Nam’s People Army being sent to UN Peace Keeping Missions in South Sudan marked our official participation in UN PKOs.

After successfully fulfilling our term as a non-permanent member of the UN SC in 2008-2009, the fact that Viet Nam officially joined UN PKOs has showcased an important shift in our way of thinking. It is the result of a process of making physical preparations until we are ready to show that we are an active and responsible member of the international community. We are ready to join other countries in assuming the noble mission of the UN of maintaining peace and security all over the world.

One year is not a long period of time. But it is a pivotal beginning for us to draw lessons and learn from our experience so that we could, within our own competence and given our strengths, participate in PKOs more actively in the coming future. I would like to congratulate Ministry of Defense, Viet Nam Peace Keeping Centre on your significant achievements in the last year.

Viet Nam deeply appreciates the important role that the UN have played in the last 70 years in resolving many conflicts, making great contributions to the maintenance of peace and security all over the world. An inseparable part of this effort is PKOs deployed in many regions of the world.

These successes have always been underpinned with the goals of the UN Charter and the unchanged principles of consent of the parties, impartiality and non-use of force except for self-defense. PKOs shall respect sovereignty and territorial integrity of countries and shall not interfere with their internal affairs.

Viet Nam fully supports these goals and principles. We are more than willing to make further contributions to this end.

Dear comrades, soldiers of Vietnam’s People Army
Participating in UN PKOs is a though challenging but noble task. You will be an ambassador of peace that Viet Nam send to the world to support the people in the conflicted zones, who are longing for peace, stability and prosperity.

Making contributions to the world peace and security will definitely benefit our own peace, security and development. This will also earn us more friends and more support for our cause of defending and constructing a prosperous nation.

Distinguished guests,
On behalf of the Government of Viet Nam, I would like to express our deep gratitude to Excellency Secretary General, UN Agencies and other friends in the UN family for your invaluable support for Viet Nam.

I would like to humbly propose that Excellency Secretary General will continue to have keen interest and create favourable conditions for Vietnam to make further contributions with higher efficiency in UN PKOs. I strongly believe that Viet Nam and the UN will be reliable partners, engaged in cooperation for the benefit of peace and security in the region and the world.
My best wishes of health, happiness and success to you all.
