The country has been praised for its outstanding achievements in the global fight against poverty, with the number of poor households falling to 1.42 million by the end of 2004 (under 8 percent of the population), or 1.3 million households fewer than the figure in 2001.
However, many localities still have high rates of poor households, especially rural and mountainous areas which are home to ethnic minority groups. The rates of poor households in north western, northern central and central highlands regions are between 1.7-2 times higher than the national average. Rural poor population accounted for over 90 percent of the country's total. In the Central Highlands provinces of Kon Tum and Gia Lai, ethnic minority households make up between 77 and 80 percent of the local poor. The country has failed to obtain sustainable achievements in poverty reduction, said the MOLISA.
According to the MOLISA, targets in the national poverty reduction programme aim to rapidly increase poor households' income by 1.45 times compared to the level in 2005; assist extremely poor communes in building infrastructure facilities, enable 7.5 million poor households to access preferential credit loans; provide free-of-charge medical check ups and treatment to 13.72 million poor people; and exempt tuition fees for 18.75 million poor pupils in the next five years.
The country will face increasing challenges in the fight against poverty as the national poverty line is to be lifted for the 2006-2010 period. The adjustment, therefore, will make the number of poor households increase.-Enditem
