Viet Nam-Cambodia joint declaration


Phnom Penh, Mar. 30 (VNA) - Viet Nam and Cambodia issued a joint declaration at the end of General Secretary of the Communist Party of Viet Nam Nong Duc Manh's official visit to Cambodia on Mar. 30. Following is the full text:

 

"1. General Secretary of the Communist Party of Viet Nam Central Committee, Nong Duc Manh, visited Cambodia from Mar. 28-30, 2005, at the invitation of Cambodian King Pre Bat Samdech Norodom Sihamoni.

 

"King Norodom Sihamoni warmly welcomed General Secretary Manh and the high-level Vietnamese delegation, manifesting the traditional friendly and cooperative ties between Viet Nam and Cambodia.

 

"During their talks, General Secretary Manh and King Norodom Sihamoni exchanged views, on the Viet Nam-Cambodia traditional friendship and cooperation. King Norodom Sihamoni gave a banquet in honour of General Secretary Manh and the other distinguished Vietnamese guests.

 

"General Secretary Manh met with Vice President of the Cambodian People's Party and Prime Minister of the Royal Government, Samdech Hun Sen; Acting President of the Senate, Samdech Sisowath Chivan Monirak; Second Vice President of the National Assembly Ngoun Nhel; Head of the Mahayana Buddhist section, Most Venerable Tep Vong; and Head of the Therevada Buddhist section, Most Venerable Bou Kri. The talks and meetings took place in an atmosphere of traditional solidarity and friendship in the spirit of mutual understanding and respect.

 

"During his stay in Cambodia, General Secretary Manh laid a wreath at the Independence Monument and the Cambodia-Viet Nam Friendship Monument, and visited a number of economic and cultural centres in Phnom Penh and Siem Reap province. General Secretary Manh called at the Vietnamese Embassy and talked with the embassy's staff and representatives of overseas Vietnamese in Cambodia.

 

"2. King Norodom Sihamoni and senior Cambodian officials spoke highly of the significance of the Sate visit to Cambodia by General Secretary Nong Duc Manh, describing it as a great historical event, which ushered in a new stage of development in the traditional ties of solidarity, friendship and comprehensive cooperation between Viet Nam and Cambodia in the 21st century.

 

"King Norodom Sihamoni and senior Cambodian officials expressed their profound gratitude to the CPV, the State and people of Viet Nam for their valuable support and assistance given to Cambodia.

 

"General Secretary Nong Duc Manh expressed his profound thanks to King Norodom Sihamoni, former King Norodom Sihanouk, the Royal Family, the Royal Government and people of Cambodia for their valuable support and assistance to Viet Nam. General Secretary Manh sincerely extended his best wishes to King Norodom Sihamoni, former King Norodom Sihanouk and his Queen Monique Sihanouk for their good health, longevity, and happiness, for them continuing to contribute to Cambodia's prosperity and the long-lasting friendship between Viet Nam and Cambodia.

 

"3. King Norodom Sihamoni and senior Cambodian officials expressed their admiration for the great achievements of the Vietnamese people in their renovation process and national industrialisation and modernisation. They also welcomed the independent and open-door foreign policy of diversification and multilateralism of the CPV and the Vietnamese State. They expressed their belief that the Vietnamese people under the clear-sighted leadership of the CPV and General Secretary Manh would gain even greater achievements in the renovation process to obtain the goals of a rich people, a strong country and a fair, democratic and civilized society.

 

"General Secretary Manh praised the great achievements the Cambodian people gained in the cause of peace, national reconciliation, socio-economic development and expansion of international relations. General Secretary Manh believed that succeeding the noble mission of former King Norodom Sihanouk, under the clear-sighted reign of King Norodom Sihamoni and under the clear-sighted leadership of the Cambodian Royal Government based on the alliance of the CPP and the FUNCINPEC, and with Samdech Hun Sen as Prime Minister, the Cambodian people would obtain greater achievements in building Cambodia into a peaceful, independent, neutral, non-aligned, and prosperous country befriending all other countries, particularly neighbouring countries.

 

 

4/ The two sides expressed satisfaction with the recent developments in bilateral relations and reiterated their determination to strengthen and develop good neighbourliness, traditional friendship and comprehensive and long-tern cooperation along the principles set out in the Viet Nam-Cambodia declarations in 1999 and 2001. These principles are respect for each other's national independence and sovereignty territorial integrity, non-interference in the other's internal affairs, no use of force or threat to use force, not letting any political or military forces to use their territories to fight against the other country, equal cooperation in the mutual interests, settlement of all problems emerging from the two countries' relations through peaceful negotiations in the interest of the people of each country and for peace, cooperation and development in Southeast Asia and the world as a whole.

 

5/ The two countries agreed to increase the meetings between top leaders and senior officials in order to promote mutual understanding and trust, and to continue to boost bilateral comprehensive cooperation between legislatures, the Central and local governments, especially between provinces along the two countries' border, to encourage people's friendship, and also especially between the younger generations, in order to increase their understanding of the Viet Nam-Cambodia traditional solidarity and friendship.

 

6/ The two sides attached importance to economic cooperation, and to boosting trade and investment to match their potential. They highly valued the positive results of the seventh session of the joint Viet Nam-Cambodia committee on bilateral cooperation held in Phnom Penh in February 2005. The two countries agreed to accelerate cooperation in agriculture, industry, transport-communications, science and technology, education and training, culture, art, health, tourism, sports, environmental protection and other fields of common concern.

 

7/ The two parties pledged to respect each other's territorial integrity, welcomed the establishment of the Joint Border Committee, welcomed efforts made by the two Governments to push for an early solution to outstanding problems along the border through peaceful negotiations following the principles of equality, mutual understanding and good neighbourliness, in an effort to turn the Viet Nam-Cambodia border into one of peace, friendship and cooperation for development.The two Governments continue to work closely in the fight against cross-border crime and illegal immigration.

 

8/ The two sides will create more favourable conditions for expatriates from one country to lead normal lives in the other country, thus contributing to strengthening and developing good neighbourliness, friendship and cooperation between the two countries. The Vietnamese party expressed thanks to the King, the royal Government and people of Cambodia for their thoughfulness, assistance and guaranttee of legitimate rights for overseas Vietnamese in Cambodia so that they can lead normal lives and work in Cambodia.

 

9/ The two parties agreed to boost cooperation with Laos through implementing the Vientiane Declaration on Triangle Development between Cambodia, Laos and Viet Nam. They will increase coordination of their actions as well as with third parties in the framework of the East-West Corridor and other multi-lateral projects. The two sides pledged to actively cooperate in the Association of Southeast Asian Nations (ASEAN), thus turning Southeast Asia into a region of peace, stability, cooperation, development and prosperity.

 

10/ General Secretary of the Communist Party of Viet Nam Nong Duc Manh expressed his gratitude to King Norodom Sihamoni and other leaders, the royal Government and people of Cambodia for their warm greetings full of fraternity.

 

Party General Secretary Nong Duc Manh invited King N. Sihamoni to visit Viet Nam and King N. Sihamoni accepted the invitation with thanks.
