Head of the CPVCC Commission for External Relations grant interview to Viet Nam News Agency on Party General Secretary Trong’s visit to China

(VNA - 15/10/2011) - A senior Party official has said the visit to China by Party General Secretary Nguyen Phu Trong was a success.

Hoang Binh Quan, a member of the Communist Party of Viet Nam Central Committee (CPVCC) and Head of the CPVCC Commission for External Relations, made the remark in an interview granted to the Viet Nam News Agency on Party General Secretary Trong’s visit to China from Oct. 11-15.

Quan said Viet Nam and China issued a joint statement including eight points reflecting common perception of the two countries’ leaders on the relationship between the two Parties and countries and major orientations for developing the Viet Nam-China comprehensive strategic cooperative partnership in an in-depth, sustainable and durable manner.

The two sides discussed and reached consensus on orientations and comprehensive, specific and practical contents and measures to bolster the Viet Nam-China comprehensive strategic cooperative partnership.

Both sides will maintain the fine traditions of visits and contacts of the two countries’ senior leaders, uphold the important role of the Steering Committee for Viet Nam-China Bilateral Cooperation in bringing more substance to cooperation and promoting bilateral ties.

The two sides will tighten the exchange between the two Parties, effectively implement the “Cooperation Plan between the Communist Party of Viet Nam (CPV) and the Communist Party of China (CPC) in the period of 2011-2015”.

Both sides will promote cooperation in depth between the two armies as well as cooperation in law enforcement and security, and increase exchanges and cooperation between such agencies as the court, the procuracy, public security and judicial administration.

The two sides will increase and expand bilateral cooperation in socio-economic fields, implement the “Five-year Development Plan for Viet Nam-China Economic-Trade Cooperation”, actively promote bilateral cooperation in such sectors as trade, investment, finance and banking, agro-forestry, transport, electricity, information technology, mining, energy, and tourism, speed up bilateral trade balance, encourage and facilitate the two countries’ businesses expanding long-term cooperation with latest technology and ensuring pace.

The two sides will continue promoting bilateral cooperation in such sectors as science-technology, education, human resource development, culture, health care, sports and journalism.

Both sides will organise well people-to-people exchanges, further expand exchanges and cooperation between the two countries’ ministries, agencies and localities, especially border sharing provinces.

The two sides discussed existing issues between the two countries in a frankly and sincerely manner, including the East Sea issues, marine environmental protection and sea rescue, fishermen’s issues, the establishment of hot-lines between the two countries’ fisheries agencies, and reached common perceptions on the satisfactory settlement of sea issues.

Quan said during the visit, the two sides signed six important documents, including cooperation between the two parties in the next five years, an agreement on basic principles guiding the settlement of sea issues between the two countries, a five-year development plan for economic-trade cooperation, agreements on educational exchanges and a protocol on automobile transport. The two sides officially launched a hot-line for the two countries’ senior leaders.

Quan also said the two sides should settle existing issues between the two countries based on the common perception of the two countries’ senior leaders and the agreement on basic principles guiding the settlement of sea issues in order to seek mutually-acceptable basic and long-term solutions to lay a firm foundation for the two countries’ stability and development and contribute to regional and world peace and stability./.
