At the invitation of the State of Vietnam,
Cambodia’s Deputy Prime Minister and Minister of Interior Sar Kheng headed a high-ranking delegation of the Royal Government of Cambodia to visit Vietnam and attend the 50th anniversary of the Dien Bien Phu Victory from 4-7 May 2004. On this occasion, the Cambodia’s Deputy Prime Minister and Minister of Interior held a working meeting with Vietnam’s Minister of Public Security Le Hong Anh.

At the meeting, the two sides discussed and signed the 2004 plan to implement the cooperation agreement between the two ministries. The two sides also discussed international and regional issues of mutual concern, assessed the cooperation between the two ministries and exchanged opinions on cooperation agenda and measures in the coming time, especially in promoting cooperation in criminal combat and increasing exchange of visits between the two ministries and security officers in border localities, thus contributing to building the Vietnam–Cambodia border into one of peace, friendship and cooperation.
