ANSWERS QUESTION ON 16 JANUARY 2007

Question: Please provide Vietnam's reaction to the Russian Federation’s decision on labor immigrants’ management?

Answer:

Vietnam respects Russian Federation’s decisions including the documents on the strengthening of labor immigrants’ management, especially a bill to restrict and ban foreign retailers in markets and kiosks in Russian.

Based on the fine traditional relationship of friendship between the two countries, we request the Russian Government to considerately create favorable conditions for Vietnamese community in Russia such as issuing residence approvals and working permits and accelerating the process of job switch with a view to assisting the Vietnamese community to have stable lives and thus enabling them to work legally in the country.

Currently, there are about 80.000 to 100.000 Vietnamese people who are living and working in more than 20 cities in Russian Federation. Until now, there are about 300 companies and business establishments of the Vietnamese, which are operating as private companies of 100% Vietnamese capital or as Russia-Vietnam joint ventures in Russia. The Vietnamese community living in Russia is making active contribution to the fortification and development of the cooperative relations between the two countries in economic and trade fields, serving as a bridge of the friendship between the two peoples.

Recently, in order to assist the Vietnamese community living in Russia to better understand the newly–enacted regulations of Russia, the Vietnamese Embassy in the Russian Federation has provided summarized translations of Russia’s new documents on immigration, specifically those relating to the ban of foreign retailers, then delivered them to the Vietnamese community in Russia for reference and study. In addition, staffs of the Embassy have met with members of the Vietnamese community to learn about what they’ve been experiencing and thinking and elaborate Russia’s new regulations.
