Remarks by the Spokesperson of the Ministry of Foreign Affairs of Viet Nam Le Thi Thu Hang on the mutual recognition of vaccine passports between Viet Nam and other countries


On 21 March 2022, in response to the question about the mutual recognition of vaccine passports between Viet Nam and other countries, Ms. Le Thi Thu Hang, Spokesperson of the Ministry of Foreign Affairs,stated that:

At the instruction of the Prime Minister, the Ministry of Foreign Affairs and overseas Vietnamese representative missions have been actively engagingin negotiation, and expediting the mutual recognition of vaccine passports with other countries and territories.

Accordingly, as of 17 March2022, Viet Nam has reached agreements on mutual recognition of vaccine passports with 17 countries, including the United States, the United Kingdom and Northern Ireland, Japan, Australia, the Republic of Belarus, the Republic of India, the Kingdom of Cambodia, the Republic of the Philippines, the Republic of Maldives, the State of Palestine, the Republic of Turkey, the Arab Republic of Egypt, the Democratic Republic of Sri Lanka, New Zealand, the Republic of Singapore, the Republic of Saint Lucia and the Republic of Korea. Holders of vaccine passports from these countries entering Viet Nam and from Viet Nam entering these countries will be subjected to the same public health measures as those who have been vaccinated in their country of arrival. This recognition includes exemption from consular certification/legalization procedures when using this document in the country of arrival. In addition, to date, Viet Nam temporarily recognizes the vaccination certificate templates of 79 countries and territories which have been officially recommended to the Ministry of Foreign Affairs.

The vaccine passport is understood as a certificate of vaccination against Covid-19 and/or a proof of recovery from Covid-19. Vaccine passports are used as proof of an individual's history of vaccination and recovery, and are not a substitute for other valid immigration documents such as passports, visas, international travel documents, temporary residence card, permanent residence card, and visa exemption certificate. Foreign vaccine passports are considered valid and can be used directly in Viet Nam’s territory if officially or temporarily recognized by the Vietnamese Government.

The list of recognized vaccine passports is published on the website of the Consular Department of the Ministry of Foreign Affairs(https://lanhsuvietnam.gov.vn).
