The opinions at the discussion session agreed on the necessity of enacting the Law and Resolution to complete the legal framework on international treaties implemantation, meeting the integration requirements in the new phase. Delegates highly appreciated the addition of regulations on streamlined procedures, considering it a significant step forward, increasing flexibility in negotiating and signing international treaties. They also suggested further simplifying the dossier components, enhancing inter-agency coordination, improving the responsibility of coordination among agencies, the effectiveness of international treaty implementation, and the National Assembly's oversight.
Regarding the Draft Resolution, delegates agreed with the scope, subjects, and specific, superior policies to enhance international integration effectiveness in the coming time. They also appreciated the contents facilitating businesses in international integration, increasing resources for localities in foreign affairs. Delegates' opinions also focused on mechanisms to address obstacles with key, strategic cooperation projects; training programs for local foreign affairs personnel and public diplomacy; ensuring funding for local external relations activities.
Expressing gratitude for the heartfelt, responsible opinions and encouragement from National Assembly deputies towards those working in foreign affairs and acknowledging achievements in foreign affairs over time, Foreign Minister Le Hoai Trung stated that the drafting agency has absorbed most of the National Assembly delegates' contributions during the Group discussion. The enactment of the amended Law on International Treaties and the Resolution on specific mechanisms and policies is significant in institutionalizing Resolution No. 59-NQ/TW of the Politburo, creating a solid legal foundation to enhance the effectiveness of foreign affairs and international integration, meeting the country's development requirements in the coming time.
Foreign Minister Le Hoai Trung emphasized that the overarching idea of the amended Law on International Treaties is to simplify processes and procedures while ensuring thorough content, fully assessing impacts and legal obligations, and ensuring responsibility and coordination among relevant agencies. Emphasizing the importance of effective international treaty implementation, the Foreign Minister stated that the Ministry of Foreign Affairs is completing the International Treaty Database to be announced by the end of 2025, while also proposing the issuance of Party directives related to international treaty work.
Regarding the Resolution, the Foreign Minister stated that the draft focuses on foundational, overarching issues of integration work such as ensuring resources, mobilizing experts, improving training quality, strategic research, supplementing authority for the Government, ministries, sectors, and localities to promptly address arising issues. It also introduces new mechanisms such as piloting the establishment of local representative offices abroad, creating conditions for citizens and businesses to truly become the centre, subject, and driving force of integration work. These policies will supplement policies and measures related to integration in specific fields. The drafting agency will seriously study and absorb the National Assembly deputies' opinions, especially on local external relations, business support, and mechanisms to address difficulties and obstacles with strategic, key cooperation projects.
After the Discussion Session, the Draft Law and Draft Resolution will continue to be revised and completed for submission to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly.
