MEDIA NOTICE

FOR THE 2006 APEC ECONOMIC LEADERS' WEEK (AELW)

HANOI, VIETNAM

No: 1, as of May 2006

The 2006 APEC Economic Leaders' Week (AELW) is scheduled to take place in Hanoi, Vietnam from November 12 - 19, 2006. Following is initial information on accreditation and arrangement for media representatives to cover the 2006 APEC Economic Leaders' Meeting and related events.

I. International Media Center (IMC):

1. General Information:

- Venue: the IMC of the 2006 AELW will be set up on the 3rd floor of the National Convention Center (NCC) to accommodate and facilitate the media covering 2006 APEC Economic Leaders' Meeting and related events. The NCC is located in My Dinh area, Hanoi.

- Operation: the IMC will be opened from November 10 - 20, 2006.

Opening hours: 8:00 - 24:00 from November 10th -14th , 2006.

around the clock from November 15th - 19th, 2006.

8:00 - 17:00 on November 20th, 2006.

2. IMC Facilities:

2.1 Common Working Area cum Main Press Briefing Room:

- The area can accommodate around 400 journalists, equipped with internet accessible PCs and internet connection points for laptops, printers, photocopiers...

2.2 Press briefing rooms:

- There is a Main Press Briefing room (which also serves as a Common Working Area) and a small briefing room (100 seats) equipped with 2 language-channel system for simultaneous interpretation, microphones, standing podium for photographers and cameramen.

- There will be regular press briefings on the outcome of major meetings (CSOM, AMM, and AELM) and other press briefings on specific subjects or by the APEC economies.

- Delegations wishing to use briefing rooms must make reservations with the IMC's executive board in advance. The delegation that holds a press briefing is responsible for provision of interpreter. Briefing room is provided on the "first come, first served" basis.

- Please refer to Annex 1 for registration form for booking Press Briefing room.

2.3 Media Booths:

- The IMC provides 40-50 individual media booths with an area of 9m2 per nominal unit.

- Each booth is equipped with a table, 2-4 chairs, internet connection point, a TV monitor, IDD lines and 220V power circuits.

- The video signal provided to each booth will be only in PAL system. It is expected that foreign media will bring their own signal converters for their own use.

- The booths will be available for rent on the "first come, first served" basis. Rental fee and payment procedure will be informed in due course.

2.4 Other Services:

- Stand up positions: There are 3 stand up positions (No1 - in front of the NCC; No2 - in IMC lobby and No3 - in the IMC Common Working Area). Each stand up position is equipped with audio/video lines, a lighting system…Media wishing to utilize stand up positions are required to book in advance with the IMC's executive board and have to pay for necessary technical services. The rental fee and payment procedure shall be informed in due course. For registration form for booking stand up position, please refer to Annex 3.

- Broadcasting Services: Vietnam Telecommunication International (VTI) will set up a TOC in the IMC providing Satellite Uplink services and relating technical services.

2.5 Press release:

- Economies wishing to distribute press releases and other documents in the IMC should first obtain approval from IMC's Executive Board.

- Details on press release procedures will be provided in due course.

II. Media Accreditation

- Media representatives wishing to cover the 2006 AELW are required to be accredited.

- Registration period: from September 1st to October 15, 2006.

- Registration must be done both online and by post mail.

1. Online registration:

+ Go to the website: www.apec2006.org.vn

+ Click on Accreditation, then Media and follow instructions.

2. Registration by post mail:

+ The following documents must all be submitted as one application package:

- Completed media accreditation form (printed out from APEC site or refer to Annex 4) with 2 photos size 3cmx4cm (first and last name of the applicant must be written on the back);

- Equipment List (only if brought in from abroad) - Annex 5

- A copy of passport (the personal information pages);

- Letter of assignment endorsed by the editor or executive from his/her media organization.

+ The application package must be submitted in person or by post mail to the Press and Information Department, Ministry of Foreign Affairs, during the registration period.

3. Group accreditation: (by post mail or hand delivery)

- Group Accreditation Registration Period: September 1 - 30, 2006.

The Letter of Appointment for Media Group Accreditation Coordinator/Economy’s Media Liaison Officer - MLO (please refer to Annex 6 for the letter form) should be submitted by September 1st, 2006.

- Eligibility for Group Accreditation:

▪ Media persons accompanying Economy Leaders (including official photographers
and cameramen);

▪ Media persons from foreign media organizations that have a representative bureau in Hanoi.

- Procedure for Group Registration:

▪ Designate a Media Group Accreditation Coordinator/Economy's MLO who will administer the accreditation process for the media organization as a group;

▪ Submit to the Press and Information Department, Ministry of Foreign Affairs a Letter of Appointment certifying the designated person as the organization's Media Group Accreditation Coordinator/Economy's MLO for 2006 AELW by September 1st 2006;

▪ The Media Group Accreditation Coordinator/Economy's MLO must collect all necessary documents for Group Accreditation and submit to the Press and Information Department, Ministry of Foreign Affairs by post mail or hand delivery within the group registration period (September 1 - 30, 2006)

- Necessary Documents for Group Accreditation:

▪ Total list of media group accreditation applicants endorsed by the respective Economy's MLO or Bureau Chief of the media representative bureau in Hanoi. (Please refer to Annex 7 for the list of group accreditation applicants form)

▪ Media Accreditation Form (completed by the applicant or by the Group Accreditation Coordinator) with 2 photos size 3cm x 4cm and copy of passport of each applicant (write the order number of the applicant in the total group list on top of his/her accreditation form and copy of his/her passport and on the back of his/her photos).

▪ All above documents must be also saved on a CD: list of media group accreditation applicants to be saved in Excel format; Accreditation form - in PDF format; Digital photo file of each applicant in jpg format. Photo filenames should be consistent with the applicant's list order. Example: (1) Michael Brown -> 1.jpg

The group application package (including CD) must be submitted in person or by post mail to the Press and Information Department, Ministry of Foreign Affairs, during the group registration period.

* The Press ID will be available in IMC from November 10th, 2006.

* Accredited Media representatives are advised to make the International Media Center the first stop for collection of their Press ID cards and press kit.

* The Press ID for group accredited journalists will be issued to the respective Media Group Accreditation Coordinator/Economy's MLO.

* Before November 10th, 2006 Press ID will be handled in Press and Information Department, MOFA Vietnam.

III. Media coverage:

- Due to limited space and security reasons, media coverage of most 2006 AELW's events is to be arranged through pools. Details of media coverage and pool arrangements will be issued in due course.

- All press activities should comply with regulations of Vietnamese law. In addition to 2006 AELW's coverage, if the media agency wishes to carry out other press activities such as interviews with Vietnamese leaders (specific questions are required to be submitted in advance) or site trips outside Hanoi, such requests should be specified in the accreditation application form or in another request form available at the IMC's Information Desk. These additional press activities are to be carried out under the guidance of Vietnamese press officers assigned by the Foreign Press Center, Ministry of Foreign Affairs.

IV. Accommodation

- Early reservation for hotels adjacent to the National Convention Center is advised, as hotel bookings are heavy during the 2006 AELW.

- Accommodation for journalists accompanying Economy Leaders should be booked through Delegation Liaison Officer of each member economy.

- Accommodation reservation can be made through the Foreign Press Center, Ministry of Foreign Affairs. Please refer to Annex 8 for accommodation reservation form. Completed form must be sent to the Foreign Press Center directly by fax/email or attached with accreditation application form.

V. Passports/ Visas

- All media representatives are required to possess a passport or other applicable travel documents valid at least 6 months after the entry date for entry into Vietnam.

- Media representatives holding passports of countries/economies which do not have visa exemption agreements with Vietnam are advised to contact the Vietnam Embassy/Consulate stated as visa pick up place in the Media Accreditation Form to apply/pick up entry visa to Vietnam.

VI. Transportation and vehicle passes:

- Media shuttle services operate daily to and from IMC and 10 reserved hotels during the 2006 AELW. Details of the schedules and routes will be informed in due course.

- Those who want to rent vehicle are advised to make booking in advance with the Foreign Press Center, Ministry of Foreign Affairs by sending request via fax (84-4-823 0709) or email: ttbc.mfa@mofa.gov.vn. Please refer to Annex 9 for vehicle booking form.

- During the 2006 AELW, services in car rent and tourist arrangements can be requested at the Transportation booth located in the IMC.

- Vehicle pass: Only vehicles with 2006 AELW vehicle passes are allowed to enter the 2006 AELW venues and hotels designated for APEC Economy Leaders. Media in need of vehicle passes are required to apply in advance. For registration form for vehicle pass, please refer to Annex 10.

* Media representatives wishing to cover 2006 AELW are advised to regularly browse to the "Notice to media" webpage in the APEC 2006 website (http://www.apec2006.vn) and/or in the Ministry of Foreign Affairs website () for updated information on media arrangement.
